The recent events proved that none of us were properly prepared for a large scale event. We had no planning, no true cohesiveness, and we only put things back to normal through sheer luck. I don't know about you, but I dislike going into things without a carefully laid plan.
With the various realities merged, there are different threats of various types. For example... I had no idea there were now nazis in Manchester. I feel that would have been beneficial to know.
My proposal is we actually plan for things, Mr. Tyler. If something does happen again- something that would cause damage to our realities as a whole, we should be prepared and have measures in place for the defense and preservation of our collected existence.

We can't know the nature of the threat until it arrives. We can share information about the nature of changing, potentially dangerous elements that appear in our realities, but I think you'll understand when I say I'm uncomfortable sharing information with you.

Of course. But it's something you'll have to get over, as our petty little fights and arguments come second to our prolonged existence. And even if we cannot proper for exact threats, we can set up a base means of defense so that we aren't running about blindly.
[he taps his pencil again]
I'm working on sketching a map of the changes within our realities. Mergers, significant locations, areas that might be beneficial strategy wise. For the most part, a map of Manchester proper would function, but with how things have been changing, it will eventually become useless.

A map of the city would work as the basic template. We'd have to rework it to fit in your desert, but after that, it's more a matter of pinpointing places of merger as they appear.

My duty is to the people of that city. It can't plan just for our survival. We got lucky, this time, with half the people in coffins, but if something like that happens again, I want to be able to take the fight out of the city if at all possible.

[the Master pauses, mulling things over]
I would offer my own in the effort. After all, what is best for Manchester is within my best interests. But as I said, we have to plan some sort of basic defense.
I propose towards defense strategies, the 'owner' of each particular reality acts as head of defense. For the desert, I would be in charge. For Manchester, you and Mr. Hunt could bicker who leads the operation.
[he sets his pencil down and then props his elbows on the table, chin in his hands]
We'd be keeping the realities safe, the people within them alive, and ourselves from harm. Hopefully in a cohesive manner.

He, uhm--no. Sorry. The beginning. The Master wants to make a deal with me. With us, but he came to me first. He wants to come up with a plan to defend ourselves and the city if something happens again. Points of defense, shared information, that sort of thing. He wants to work with us, for our mutual survival and for the sake of those things we care for.
