Consider it an invasion and a war. Every officer is to be armed, citizens are to be warned, and the Master's face should be everywhere. When people see him, they should be able to know him.
As well, we need to put out how to fight his hypnotism. Psychic resistance takes too much training. The best way to combat it without prior training is to recite nonsense lyrics and nursery rhymes, "I saw a man upon the stairs," and all that. It might not work if he brings 'em back some place, but it should give a delay needed to strike back or get away.
