My duty is to the people of that city. It can't plan just for our survival. We got lucky, this time, with half the people in coffins, but if something like that happens again, I want to be able to take the fight out of the city if at all possible.

[the Master pauses, mulling things over]
I would offer my own in the effort. After all, what is best for Manchester is within my best interests. But as I said, we have to plan some sort of basic defense.
I propose towards defense strategies, the 'owner' of each particular reality acts as head of defense. For the desert, I would be in charge. For Manchester, you and Mr. Hunt could bicker who leads the operation.
[he sets his pencil down and then props his elbows on the table, chin in his hands]
We'd be keeping the realities safe, the people within them alive, and ourselves from harm. Hopefully in a cohesive manner.

He, uhm--no. Sorry. The beginning. The Master wants to make a deal with me. With us, but he came to me first. He wants to come up with a plan to defend ourselves and the city if something happens again. Points of defense, shared information, that sort of thing. He wants to work with us, for our mutual survival and for the sake of those things we care for.

If we - if I - accept this, then I'll be making a deal with your murderer. Ten months ago, he made me an offer and I turned it down without even considering. I knew what he was and I knew what I was. Cops don't make deals with criminals.

All right. Then we need to get our asses moving. C'mon, Tyler. We've got some work to do.

We can't run into this. We need time to get prepare. We need to train and brief our officers and we need to get in contact with our allies on the Plane. More importantly, I want to try to sever the merger between Manchester and the Master's planet before this. I think... I think, between the two of us, we could manage this in a month.
If you can keep the Master from attacking the city for that long, then we'll only have to fight him on the Plane.
