He came to check out the costumes in the theater to see if there was anything the Host Club might use, but stopped at this sharp-dressed man. Tamaki is amazed by this man's note burning capabilities. He seems like a showman or an actor or a magician, so obviously this is all spectacle, the way the Host Club talks about dueling for a princess' heart. So he is just assuming that announcement was well...not what it really was]
