It's something Time Lords are taught to do. Mind, we're not supposed to care much at all, really, that makes it a bit more difficult.

I'm careful about how and when I interfere. It's all very complicated, but a Time Lord has a sense for these things. There are some hard rules - don't interfere in your own time line, for one - but many are...bendable, if you know what you're doing.

Your situation is unique - the very fact that the time line hasn't yet collapsed means that your presence was predetermined. Of course, if your mind dictates, in some part, the world you're in...

It's possible you're starting a new time line altogether.

Not always. Some...are infected, and need to be cauterised. Generally, those that don't occur naturally.

Others simply stabilise and keep on.
