Who are you to say? Who are you to decide? You don't have the understanding of time, of moments in flux, of possibilites that wax and wane in probability. Every action, every moment, is a decision that marks down on time. The simple act of travelling in time changes history in unpredictable ways. Or do you think your 'time trains' do no damage? Perhaps in your world, but yours is not mine.

[Frowns, especially at the last part.] I've heard that time in your world isn't a desert, but... a vortex. Who's to say there aren't other differences? It isn't that easy to change anything in time in my world. Peoples' memories are strong, and keep things from changing too much.

... maybe you're right, though. But doesn't it still say something that the history of another reality all together matches up with this one, that maybe it shouldn't be messed with?

The Laws of Time say no Time Lord must change History from that which he knows it to me.

I wrote those Laws out of my blood centuries ago. Time Lord non-interference laws ought die with Gallifrey.

Gallifrey is my home planet. The Laws of Time are written into the genetic code of Time Lords. We are incapable of resisting them. Of course, a clever person can get around them, and an even cleverer one can just get rid of them all together.

Well I'm not exactly stupid. The Doctor wouldn't be either if he didn't insist on holding on to those Laws. I think he's never really gotten over the break-up, poor thing.

Because he's brilliant, and don't tell him I said it. But he's one of the brightest minds in the generation.

But that's not the only thing. They exiled him. They had plausible deniability should any other time-sensitive races accuse them of interference.
