As I said: every time a time traveller acts, they change history. The Doctor travelled and acted. He stopped the War Machines, fought the Daleks, and took individuals out of their time to travel with him. It's all interference.

Well, they sort of, you know, tried to use the Doctor to hunt me down on more than one occasion. But never a proper exiling.
