Simple observation has led me to determine several factors.

First, as should be obvious, this plane is accessible by a simple thought. With that in mind, it leads me to believe that something must first trigger the thought- any who haven't experienced this trigger will be unable to access the plane.

Second, there are no limits to who can visit once experiencing the trigger, but none can be brought as 'guests'.

I need to do more research before I'm able to draw any more solid conclusions.
