[It's a Doctor. He's working on a new project, this one hopefully not destroying the world like the last project was invariably about to do. But! He's got bits of machinery which looks like it used to be a few coffee makers and two television sets, all around his feet while he soders wires together and twists bits of machine onto other pieces]

Subatomic dual-focus relay emitter counteractor with a refracted light core. It looks simple, but it's actually fairly complicated.
