[The Doctor is back around! Well, more or less. He technically didn't leave, he's just been avoiding the Plane entirely. He would rather still be away but lately he prefers sitting somewhere away from the TARDIS while he does his work. It’s more relaxing to take a stroll through space.

Speaking of work, he’s completely engrossed in a data pad. He’s scrolling through it with a stylus, occasionally stopping to click something or read longer. Once or twice, his reading is accompanied by a small holographic projection of various planets above the screen.

He’s taken to walking around the empty space, mostly following the arms of a spiral galaxy. Get his attention if you want him!]

[to get the Doctor's attention, the Master throws a crumbled up ball of paper at him]

[Hei watches him for awhile before approaching.] Busy?

[There is a tiny Autorave walking behind him, mimicking his exact movements and even holding her hands out in front of her as if she is going over a data pad with a stylus.]

[Blinks and looks up, slightly annoyed.] You could have just said something.

[grins] It wouldn't have gotten me what I wanted, now would it have?

[Looks up and smiles.] Ah, well. More or less. Worlds to save and all that. It's somewhat easier since I know generally what I need to do.

[she merely places herself in his intended direction. He will either notice her, or they will collide!]

[The Doctor hears her following and pause, glancing behind him. He takes take a step forward to see if she'll copy him again.]

[Taps the screen to change it.] Now that all depends on what you want.

Precisely!

[leans over to steal the data pad]

[The Doctor doesn't immediately look up, nor does he stop right away. Instead he chooses to wait until they are close and looks up from his data pad with a soft smile.] Enjoying the starlight? Well, galaxy light.

[she glances up to consider the stars, immediately sorting out just which Doctor this is]

I am, yes. They are especially beautiful here. They seem closer, somehow.

[The Doctor lets him, since it's nothing he doesn't know.] It's everything about the planets and all other relevant data. I compiled it based on what we had. [pauses.] I also borrowed from a Shadow Proclamation terminal.

Why don't we go visit the Shadow Proclamation and destabilize them? Would be fun. We could set up an alternate governmental system, one far less ineffectual and drowned in bureaucracy.

[hello, Doctor, meet Satan. How would you like your temptation tonight?]

[He is used to the attempts to figure out which Doctor he is and he allows her to decide on her own.]

I think they are. The positions are all wrong today. Then again, I suppose it can't be perfect. That's part of the charm.

[He'll be taking the data pad back now.] They generally do well enough, last I knew. Mind you, I really try not to deal with them more than necessary.

The Time Agency has also been disbanded. If we take down the Shadow Proclamation, we leave ourselves of a power vacuum to set up a new Celestial Intervention Agency. One to our preferences.

[she does quite well at sorting these things out]

They are wrong. you think? Does this place really hold that much order? Perhaps it is merely how they wish to be today?

A new CIA? That's what you want?

[Dorothy is carrying a pie, looking at it very intently, seemingly concentrating very hadr on... something about the pie. DOCTOR IF YOU DON'T START LOOKING WHERE YOU'RE GOING YOU'RE GOING TO BUMP RIGHT INTO HER AND MAKE HER DROP IT ALL OVER.]

[And thus the Doctor is right to trust her with it.]

Mm, quite possible. I've met stars that can think. Or it could very well be our hosts redecorate for us each day.

Our own CIA. Not half so important at first, of course. We can keep them to regulating major disasters only, or perhaps only minor ones. I'd suggest we let them monitor the Web of Time, but for that, we'll need to do a bit restructuring on the Eye of Harmony part of things, and I won't have any non-Gallifreyans to touch the Eye anyway.

Worlds to...? Did something happen?

[The dice decided that the Doctor will not, in fact, cause a traffic jam of pie! But the Doctor doesn't actually see Dorothy. He just smells the sweet, sweet smell of delicious pie and looks up to see where it is.]

Is that a pie you baked? [Translation: Hi, Dorothy!]

[she glances up again]

But you believe them to be wrong? They are not like the stars of home.
