Yes, the Agency are the ones cutting little girls up and shoving mechanical parts into them. If I had a way to break her conditioning, I'd have gotten her out of there already.

I suspect breaking the conditioning and weaning her off their drugs would be more up Amaterasu's or the angel's alley than mine.

In the meantime, there's also the matter of Hei. Every time I try to interfere, he has a way of finding me and breaking something. Usually things I'm rather attached to...such as my nose.
