I don't want the Time Lords back. Gallifrey and the Matrix gave stability to the universe. Oh, yes, the Matrix was a great source of knowledge, but it was an impediment to change. And the Celestial Intervention Agency, with its motto of, 'the story changes, but the ending stays the same,' certainly kept things as they were.

A time may come when I can reach into the Time War, get what from it, and leave that which I despise in the locked-up eternity it deserves. But I won't risk having that collar around my neck again if I can find a better way.

Just the Matrix. Another planet can be found, terraformed, made into something as beautiful as Gallifrey. Time Lords, new ones, better ones, can be recreated. Everything that could be desired of that place is replaceable. It's just harder with the Matrix.

Endings are rarely according to one's own design.
