[Obviously this answer is as unhelpful as all previous, but the gratuitous violence and teleportation seemed to have whisked away his impatience]

[he vaguely rolls his eyes] I'm not human to start with.

Well, I would think the name 'Time Lord' was rather self explanatory.

Time Lord: noun, 'a lord of Time'; one that can control and travel through it as they wish. See also: Gallifreyan.

What is your purpose?

[he laughs] Whatever I want it to be.

Well, there were hopes of me eventually becoming Lord President. It didn't work out.

[He takes a step closer despite that answer making no sense to him; he seems to have decided the best course of action is to converse, however needlessly]

Quite an outrageous claim, for one unaware of the Merovingian.

I come from a different reality than you do; thus is why I don't know anyone named Merovingian. [he shrugs and steps away from One, idly sauntering over to his paperwork] I assure you, the title is quite apt where I come from.

[follows the Master with his eyes as he speaks moon logic]

How can you claim ownership over that which you are unaware exists?

[the Master chuckles] Technically, you brought this Merovingian's existence to my attention. Thus, I am no longer unaware of them. [he flips through his papers, looking for something] Similarly, through speaking with you, I glean a degree of knowledge about your reality. Of course, you aren't revealing much, but I have connections. Friends in high places, and if I desired information on your reality, I could get it with little problem.

[he glances over to One]

Not to mention, I can claim whatever I like, as there is nothing preventing me from doing so.
