Anyone want to tell me why the Empire State Building seems to have replaced the Millennium Centre?

And the Millennium Centre's become an important part of Cardiff. That doesn't mean I'm prepared to bargain with the Twin's to get it back.

You don't get it. That building's the first thing we've been able to accomplish in--hell, years. It's the first thing my city's had to be proud of, the first thing we've been in together that wasn't a bread line.

Originally the spire was supposed to be a place for dirigibles to tie up. The observation deck on the 102nd floor was supposed to be the dock. Most of the space in the building was for offices, sort of to stimulate the economy I guess. No one can afford them right now though. There's plans to turn some of it to television broadcasting, from what I hear.

[Glaring at you, Ianto.] Maybe the pay was shit, but while it was going up, plenty of men got jobs out of it, too. If you want to be practical, anyhow.
