What does it matter that he has kittens? We're not going to hold them hostage, and I doubt that would matter to him anyway. We already knew Time Lords have sex, and given that the Master is consumed by animalism, it isn't surprising he'd end up with a litter. More importantly, understanding those cheetahs indicates a more advanced stage in your infection.
