[he stops as he notices what's below him as well.  he kneels down, touching and studying the universe below his feet]

That's just brilliant.  That's just absolutely unbelievably brilliant.  The stars, galaxies, nebulas all right at my feet.  It's gorgeous.  Gorgeous and impossible.

[pauses for a moment and then he shoots back up to his feet, spinning around again]

Hello.  Is there anyone there?  Anyone?  Anyone at all?

You are the same as the other lost Doctor, then? You are without me? That is ... hard for me to understand, even now. Even after having just found you in my universe.

This place appears to be a nexus point of multiple universes. A hub, if you will. It would seem a great many of us are drawn from various timelines and realities, but I have yet to recognise a specific pattern, or even the method through which people are drawn.
