You are a very noble person, Sam Tyler. I hope that you keep that in years to come.
[She sighs.] You must understand, Sam. We gods have a certain way of doing things. I am not used to encountering living, mortal beings with so much darkness in them--and there are so many of them here! The Masters, Dietrich von Lohengrin, Jackie Estacado... I try to monitor them, but I can only do so much in this place. And now the Masters have killed again, while under my watch. I am the only goddess here, Sam--it is my duty to protect this place and its people. I warned them, but they did not heed my warning. I have no choice but to kill them. How else can justice be served, in a place like this?
And if, when he comes back he does attempt a killing spree, I will be there to stop him again.

[folds his arms] I can't accept that as justice. It's vengeance, it will always be vengeance. What if you can't stop him? What if you can, but it doesn't wear off? Can you stop him the time after? It's not a moment of insanity and it's gone. Death doesn't leave you and vengeance keeps the cycle going.
You want to talk justice? Help me find a way to stop them. As many of them as we can. Here, nothing else is just.

In my world, and to me, it is justice. Unless there is room for forgiveness, or unless the person genuinely repents, then the punishment must fit the crime.
And what do you suggest, then? The rules here are like nothing any of us have ever encountered. Those who harm others cannot be exiled, excommunicated, locked up, put to sleep for a few centuries, sealed in ice or stone, or cast into hell. How else then can we deal justice?
[Another sigh.] I like killing as little as you do, Sam Tyler, but sometimes, the circumstances call for it.
