[blinks, a little surprised] Oh! Well! There's a lot of things, actually. There were monsters one time and another time our worlds changed completely! And something was wrong with a few people but I don't know about that. I think it's all related though.

They're both Time Lords, and the same person - you can ask the Doctors about that, there are three of them, too - and they're both skilled hypnotists and casual mass-murderers. Don't... don't question the first one. It sounds like a hoax but it isn't.

Anyway, the one has a beard and fangs, while the other... uh, he looks pretty much identical to me, actually, only sporting an BBC 1 accent and wearing business clothing.
